Refugee children in Ukraine will receive free health care regardless of whether they have temporary protection status or not

Ukrainian refugee children in the Republic of Moldova benefit from free medical services, regardless of whether they have temporary protection status or not.

The expenditure in this regard will be covered by the United Nations Children's Fund (UNICEF) through the National Health Insurance Company (CNAM), based on an amendment signed by the two institutions to the action plan of the Partnership Agreement for the years 2023-2024, it is stated in http://www.cnam.md/?&pg=3&news=2076&page from 7 November 2023.

The package of services offered for free to this category of beneficiaries includes urgent pre-hospital care, primary care (provided by the family doctor's team) and urgent hospital care. The budget planned by the CNAM and UNICEF for the provision of medical services to Ukrainian refugee children from January 2023 to February 2024 is 21 million lei. This budget will allow the provision of health care to an estimated 13500 children aged 0-18 years.

In June 2022, http://www.cnam.md/?page=46&news=1533 about free health care for refugee children in Ukraine, i.e. to medical services included in the Single Programme of Compulsory Health Insurance. The costs for this will be covered by the United Nations Children's Fund (UNICEF) through the National Health Insurance Company (NAMC) under an agreement signed between the two institutions.

Thus, refugee children receive the same free medical services as children from the Republic of Moldova. These include prophylactic examinations, including child development monitoring, primary, specialised outpatient and hospital care. The partnership agreement between UNICEF and CNAM provides for reimbursement, through a budget support mechanism, of the costs of health services provided to children aged 0-18 who are refugees from Ukraine.

The estimated budget for health care for refugee children in Ukraine is almost 50 million lei, which may be adjusted by UNICEF according to the number of beneficiaries and the services provided. The provision of services covered by compulsory health insurance free of charge to refugee children and the mechanism for reimbursement of these expenses are laid down in a decision of the Commission for Exceptional Situations of the Republic of Moldova.
